Avoid sending duplicate contractors of the same trade to a property

When multiple maintenance issues are reported for the same property, it is easy to accidentally send two contractors for the same type of work. A Cortex agent can now search maintenance jobs to see if a contractor of that trade is already quoting or instructed. For example, an agent can look for jobs that already have a plumber assigned before sending a second plumber to the property.
